The Alliance operates through authority granted by the General Assembly, Chair-led direction, Vice Chair supervision, and standing execution by the Secretariat.

Governance authority begins with the General Assembly. The Chair leads direction and representation, the Vice Chair provides supervision and coordination, and the Secretariat carries out standing execution.

Highest Decision-Making Body

General Assembly

Reviews the charter and major matters, elects the Chair and Vice Chair, and authorizes the Alliance's foundational direction.

Highest Responsible Officer

Chair

Elected by the General Assembly, represents the Alliance externally, and leads organizational direction, major coordination, Secretary-General appointment, and major structural adjustment.

Supervisory Office

Vice Chair

Elected by the General Assembly, responsible for supervision, coordination, follow-up, and advice, without direct authority over Secretariat personnel appointments.

Standing Executive Body

Secretariat

Handles membership review, member numbering, membership status, records, notices, external correspondence, activities, and project execution. The Secretary-General is appointed by the Chair.

Chair

Leads the Alliance's direction and major coordination, represents the Alliance externally, and appoints the Secretary-General.

Participates in governance, external coordination, and major agenda consultation; assumes relevant duties when authorized or when the Chair is absent.
